Chesterfield County's location has strong appeal. It is one of only two counties that surround the City of Richmond, the state's capital. It is distanced nearly in the middle between Washington, D.C. and Norfolk, Virginia. In 2005, this resulted in many successes, including the county's selection as one of the "100 Best Communities for Young People" by America's Promise; improved customer service; assistance in Gulf Coast recovery efforts; capital projects including a replacement jail and the new Community Development Customer Service Center; ISO 14001 certification that recognized the county's Environmental Management Program; administering more than 2,600 flu shots during a "drive-through" clinic; Northrop Grumman's investment of $250 million and 700 new jobs in Meadowville Technology Park; and the development of the fire-training portion of the Public Safety Training Center at Enon to enhance the capabilities of public-safety personnel.
